Bring water and rice to a boil. Reduce heat, cover, and simmer 15 minutes
In a small Xtrema skillet, saute the green peppers, onion, and carrot in oil until crisp tender.
Add garlic, cook 1 minute longer.
Add to rice. Stir in corn, beans, tomatoes, and cilantro
In a small bowl, combine oil, lemon juice, and cumin. Pour over rice and stir to coat.
